Reconocemos la existencia del racismo y la discriminación racial en todo el continente americano, fenómenos que por razones históricas y culturales siguen afectando sobre todo a los pueblos indios y a las comunidades de ascendencia afroamericana. Reconocemos también que la xenofobia y la intolerancia en contra de trabajadores migratorios, minorías étnicas, religiosas, por preferencias sexuales y por razones de género, edad o discapacidad, son prácticas que deben ser señaladas, sancionadas y erradicadas. Expresamos nuestra determinación para difundir y promover el cumplimiento del Plan de Acción que emerja de la Tercera Conferencia Mundial contra el Racismo, la Discriminación Racial, la Xenofobia y otras formas de Intolerancia, a celebrarse este año en Sudáfrica, apoyando a través de acciones afirmativas la revisión y la modificación de leyes, instituciones y mecanismos para fomentar la igualdad en la diversidad, la pluriculturalidad y el respeto universal a los derechos humanos. Para lograr avances concretos que lleven a la desaparición del racismo y de todas las formas de discriminación deberán priorizarse las medidas de educación y de prevención, recurriendo particularmente a los medios masivos, así como a la movilización de las organizaciones civiles y a una más eficaz cooperación entre gobiernos americanos.

How can the United States in the year 2001 still sell this story to the world when they still pick and chose which of us "Indians" they recognize and how they imbue us with humanity as if they had already cloned "God" and he, true to their expectations, turned out to be the White Man? Should any one doubt this, one must recognize no more than that the United States (the so called "Americans") are the only society in the world's history to have attained their own slaves and, thus confined, accorded them near-human-dispensable status, serving only to retain possession of such as has not been yet taken from them and then only until the Whites should find need thereof. This has been done through the White Immigrants' creation of their own judicial system which serves only to remind the world of the "accomplishments" of this greatest of all advances in means of government they have achieved. After all, where else in history has a society ever, with impunity, openly published its official pronouncements in the courts that their "wards," these officially pronounced "incompetent" to rule themselves beings, must continue to serve the White Immigrants' wishes as they are GIVEN the organic documents to live by and required to heed the rule of those whom the Whites should strategically cull from amongst themselves as adequate to perpetuate this civilizing influence of the White Immigrants until complete.
