statement made at the UN Permanent Forum on
Indigenous Issues Tuesday 17 May, the Saami Council
called on the Norwegian government to withdraw a new
proposal on an amendment to the Sea Resource Act,
and elaborate a new proposed act that recognizes the
Saami coastal communities' rights to their

had been made by the international community in
protecting the basic human rights of indigenous
peoples, significant breaches of those rights still
existed around the world, said prominent indigenous
representatives at a Headquarters press conference
today: Dalee Sambo Dorough, an Inuit legal expert
and Professor at the University of Alaska, who had
also been recently elected Vice-Chair of the United
Nations Permanent Forum on Indigenous Issues and
Edward Tunyon of the Tanzania Network for Indigenous
Pastoralists, who was attending the Forum as a

Implementation of UN Declaration on the Rights of
Indigenous Peoples
As a consensus international human rights
instrument, the realization of the UN Declaration on
the Rights of Indigenous Peoples (UNDRIP) is crucial
to the survival, dignity and well-being of
Indigenous peoples worldwide. UN Special Rapporteur
on the rights of indigenous peoples, James Anaya,
concluded in his August 2010 report to the UN
General Assembly (A/65/264):
Implementation of the Declaration should be regarded
as a political, moral and legal imperative without
qualification, within the framework of the human
rights objectives of the Charter of the United
Nations.
Our organizations strongly agree. In view of the
rampant and persistent human rights violations
globally, the full and effective implementation of
the Declaration is urgently needed. (more)

Wixarika leader (Mexico)
Wixarika (Huichol) people's statement delivered at the
United Nations Permanent Forum For Indigenous Issues on
May 19, 2011.
The Wixarika people had first suffered an
invasion of their territory by members of the
Spanish crown in Mexico, while another, more
recent invasion came by way of the threats and
extermination of their land due to neo-liberal
economic policies. Meanwhile, the protection
that should be offered by the Mexican Government
was not given. Indeed, 22 licenses had recently
been granted to Canadian mining companies for
mining of natural minerals, including silver, in
the most sacred sites of the Wixarrika, he said.
The Wixarika were never consulted, nor given the
chance to exercise their free, prior and
informed consent. He called for the Mexican
Government to eliminate those 22 concessions.

Asha-Rose Migiro’s remarks at the launch of the
United Nations Indigenous Peoples Partnership
(UNIPP) in New York today, 20 May:
On behalf of the Secretary-General, it gives me
great pleasure to lend our support to the launch of
the United Nations Indigenous Peoples Partnership, a
joint initiative of the Office of the High
Commissioner for Human Rights, the International
Labour Organization [ILO], UNDP [United Nations
Development Programme] and UNICEF [United Nations
Children’s Fund].
This initiative brings to life the Permanent Forum’s
recommendation that [the Office of the High
Commissioner for Human Rights], ILO and UNDP
strengthen their partnership for the promotion and
implementation of indigenous peoples’ rights through
joint country programmes. It also demonstrates our
commitment to Article 41 of the Declaration on the
Rights of Indigenous Peoples, which calls on the
entire United Nations system to do its part,
including by mobilizing financial cooperation and

PRESS CONFERENCE ON LAUNCH
OF UNITED NATIONS INDIGENOUS PEOPLES' PARTNERSHIP
Using $1.5 million in start-up funds supplied by the
Government of Denmark, the United Nations Indigenous
Partnership (UNIPP) would work at the country level
to promote dialogue and build partnerships, Raja
Devashish Roy, a member of the Permanent Forum on
Indigenous Issues, said at Headquarters today.
"This (partnership) will work on the ground," he
said at a press conference to launch UNIPP. "It will
take projects and programmes and develop the
capacity of Governments and indigenous peoples'
organizations. It will build partnerships at the
country level with indigenous peoples in the
driver's seat." The Partnership would expand on the
global endeavours now carried out by the Permanent
Forum on Indigenous Issues, he added.
Mr. Roy said the initiative aimed to coordinate and
deepen the work of the United Nations system on the
rights of indigenous peoples at the country level,
by bringing together the experience and power of the
Office of the United Nations High Commissioner for
Human Rights (OHCHR), United Nations Development
Programme (UNDP), United Nations Children's Fund
(UNICEF) and the International Labour Organization
(ILO).
Carsten Staur, Permanent Representative of Denmark,
called the Partnership "an innovative global
alliance with great potential to advance the rights
of indigenous peoples". |

launched a new initiative to promote and protect the
rights of indigenous peoples, aiming to strengthen
their institutions and ability to fully participate

UN Holds Out Fresh Hope for Indigenous Peoples
In a landmark step towards
lifting more than 370 million indigenous peoples in
some 90 countries accounting for 15 per cent of the
world's poor out of extreme poverty, four United
Nations entities have launched a new initiative.
The initiative, to be known as the UN Indigenous
Peoples' Partnership (UNIPP), will promote and
protect the rights of indigenous peoples, aspiring
to strengthen their institutions and ability to
fully participate in governance and policy processes
at the local and national levels.
