Cultural Heritage and Sacred Sites: World Heritage from an Indigenous Perspective 15 May 2002 - New York University

Presentation by Luis Delgado Hurtado. Text in Spanish - Translation by M. Samuel - read by NYU School of Law student Marcia Bernardes. Luis Delgado Hurtado was born and resides in the Peruvian Andes. An accomplished photographer, he has shared his Inka cultural heritage thru photo exhibits and workshops in museums and colleges. He is the co-founder and President of Yachay Wasi, a Non Governmental Organization in consultative status with the United Nations Economic and Social Council. Yachay Wasi means House of Learning in Quechua, the language of the descendants of the Inkas. Yachay Wasi has sustainable development projects based on cultural traditional identity in Acopia, Luis' native village. In June 2001, Yachay Wasi held its first Encounter of Indigenous Communities in the High Andes in Acopia. A message faxed from Encounter to UNESCO World Heritage Centre concerning Indigenous Peoples' concern for the protection of Machu Picchu prompted UNESCO to invite Luis at their WHIPCOE workshop in Winnipeg in November 2001.

LO SAGRADO DE NUESTRA CULTURA, PARA EL MUNDO ANDINO DEL PERU: Antes quisiera contarles una experiencia: este recuerdo viene con mi madre hace muchos años atrás, cuando con ella se partía de viaje en la madruga antes de que salga el sol. Hablaba con los cuatro vientos así como con la tierra. Cogia las hojas de coca. Seis, quintos, viene ha ser de tres hojas de coca, entonces ella soplaba y decía Pachamama, a los apus de montañas, a los cuatro vientos, que con mucho cariño pedía sus hijos para hacer un viaje, y que ese viaje seria de armonía y tranquilidad sin ningún problema para llegar a su destino, lo mismo se asía para trabajar la tierra para que la tierra no sea muy dura para que el que la trabaja. Se habla con la coca y la chicha, porque es parte de ella, hasta para construir una casa hasta con los animales.

En el mundo andino en general el aspecto sagrada resulta sorprendente, tiene relación con el medio ambiente y la naturaleza que es considerada un ser afectivo y practico, la tierra, las montanas, los ríos, los árboles, las rocas, el sol, el viento son sagrado. Se personifica con la vida del presente y el pasado, porque de la tierra nacen todos, ella los cría y los amamanta. Es la madre tierra (pachamama)! Si el hombre o mujer adquiere esa armonía, ellos adquieren un poder sagrado, el hombre es parte de las fuerzas vitales, al igual que lose seres de la tierra, las plantas, los animales que al morir retornan a ella. En la cosmovisión andina existe la idea de un participación activa en la vida fecunda y en el ciclo cósmico de vivir, morir y renacer. El hombre no es dueño de la tierra sino parte de todo el conjunto, es un hijo de la Pachamama.

Los santuarios sagrados que dejaron nuestros abuelos los Inkas, estuvieron muy relacionados con la cosmovisión andina, mas de tres mil años fue nacimiento de la cultura inka, es por esto se considero al mundo y al universo como algo sagrado, es por edificaron en cada una de sus manifestaciones culturales, entre ellas los templos y los espacios rituales para los espíritus del universo, que velan constante por el equilibrio establecido con su medio ambiente. Toda esta forma de entenderla relación entre el hombre y el universo, se tradujo en una filosofía que influyo poderosamente en el proceso de desarrollo de la civilización andina. Todo esto impulsaron al nacimiento de la sociedad inka, la misma que resumió un principio de equilibrio denominado Pachacuti o la vuelta del mundo, principio que se aplicaba obligadamente cada 500 anos, es decir en armonía con el mundo.

La construcción de sus templos fueron innumerables, se hizo templo al gran Wiracocha, el creador, al sol, al agua, a la luna, al ser de vida y los mismo a la pachamama. La capital del Imperio del Sol fue Cusco, la ciudad de Qosqo, como dice en quechua. Fue una ciudad muy especial. Tenia un magnetismo que para entenderla, uno tenia que ser algo muy espiritual para coger la energía que tenia esa ciudad, cuentan los cronista Poma de Ayala, así como Garcilozo. Que toda las personas que venían de los cuarto puntos cardinales, o tawa suyo, antes de entrar al Cusco, ellos pasaban un día o una noche entera meditando para así hacer un encuentro de lo sagrado Cusco es. Y sigue siendo muy especial para el mundo moderno, el templo de Tihuanaco en Bolivia es especial, el templo de Wiracocha en Raqchi, el templo al sol en Cusco, el gran Machu Picchu.

También las ubicaciones fueron de un campo de energía muy especial, porque ellos conjugaron los tres niveles de energía: el cielo infinito, la tierra donde moramos y la tierra donde descansaremos. Hoy en nuestro país Perú, nuestro patrimonios culturales y las riquezas de los Inkas están desapareciendo, destruidas como el Intiwatana de Machu Picchu. Los saqueos constantes de las culturas Moche, Nazca, de toda la costa peruana. Lo mismo ocurre en los Andes. Todo ese saqueo y los mas cruel es la profanación de las tumbas Inkas y pre-Inkas que para nosotros son sagrados por historia cultura y nuestras raíces no pueden ser siendo saqueadas de una manera cruel y vil. También pedimos que sean devueltas todo lo robado y saqueado por todo los antropólogos y los coleccionistas, a la ves que sea llevado al tribunal internacional de los derechos humanos, ha este reconocimiento y aprobación de la repatriación de nuestra riqueza cultural. TRANSLATION
Before I tell of the sacred things of our culture in the Andean world of Peru, I want to relate an experience I had. This is a memory of my mother many years ago, when I went on a trip with her at dawn before the sunrise. She spoke with the four winds, also with the earth, she arranged coca leaves by six and by five and by three. Then she blew on them and asked Pachamama (Mother Earth), the apus (spirits) of the mountains and the four winds, that they take care of their children about to go on a trip, so that this trip go on with harmony and tranquility, without any problem until they arrive at their destination. She also asked permission to work the earth, so that the earth is not too hard for the one who works it. She spoke with the coca and the chicha (fermented drink), because it is part of her, to assist her in building a house.

In the Andean world in general, the sacred is part of the environment and nature is considered a being effectual and practical. The earth, the mountains, the rivers, the trees, the rocks, the sun, the wind are sacred. They are part of the past and the present. And because we are born from the earth, she takes care of us lovingly as a mother does. If man or woman live in harmony with Mother Earth, they acquire a sacred power. Man is part of the vital forces, like all beings of the earth: the plants, the animals and when he dies, he returns to her. In the Andean cosmovision, the idea exists of an active participation in the fertile life and the cosmic cycle is to live, to die and to appear again. Man is not the owner of the earth but is part of all. He is son of the Pachamama.

Sacred sanctuaries that were left to us by our grandparents the Inkas were very much related to the Andean cosmovision. More than three thousand years ago was the beginning of the Inka culture and considering the world as part of the universe as something sacred, it is for that reason that they built manifestations of the sacred in their culture, among them temples and ritual spaces for the spirits of the universe, which are part of the environment. This relationship between man and the universe was translated in a philosophy which influenced powerfully the progress of development of the Andean civilization. This gave birth to the Inka society. The same is interpreted in the principle of a balance named Pachacuti or the return of the world. Principle which is applied obligatorily every 500 years to stay in harmony with the world.

The construction of their temples was numerous. There were the temple to the great Wiracocha - the creator, to the sun, the water, the moon, to the being of life and also to Pachamama. The capital of the Empire of the Sun was Cusco, the city of Qosqo as it is said in Quechua, was a city with such magnetism, that to understand it, one must be very spiritual to catch the energy that emanates from that city, as told by the chronicler Poma de Ayala, also Garcilozo. All the people who came from the four cardinal points, or Tawa Suyo, the four corners, before entering Cusco, spend a day or an entire night meditating before an encounter with the sacredness of Cusco. Cusco continues to be very special for the modern world. So are the temple of Tihuanaco in Bolivia, the temple of Wiracocha in Raqchi, the temple of the sun in Cusco, the great Machu Picchu.

All these locations contain a very special field of energy, because they mix the three levels of energy: the infinite sky, the earth where we dwell and the earth where we will rest. Today, in our country Peru, our cultural heritage and the wealth of the Inkas are disappearing, destroyed like the Intiwatana of Machu Picchu. The constant robbing of the Moche, Nazca cultures on the Peruvian coast and the Inka culture in the Andes along with the robbing and, in a most cruel manner, the desecration of Inka and pre-Inka tombs which for us are sacred and part of our cultural history and roots. We ask that everything which has been stolen be returned and we ask that all the anthropologists and the collectors face the international Human Rights court until the repatriation of our cultural wealth is approved.
